Neya Brown, 40, of Catherine Street, CT, NY, was charged with Assault in the Second Degree, Disorderly Conduct, and Risk of Injury to a Child.

Jeffrey Lucas, 38, of Exchange Street, New Haven, was charged with Using/Tampering Motor Vehicle without Permission, Illegal Operating Motor Vehicle Under the Influence.
